The DV Lottery's most rejected photos are not for biometric reasons — they're for file size. The State Department's photo upload tool refuses any file over 240 KB. A standard iPhone photo is 2–4 MB; a digital camera photo is 5–10 MB. Without compression, these all fail upload.
The challenge: compress to under 240 KB while keeping the photo sharp enough to pass the head-height and eye-line checks. Reducing JPEG quality below 70% causes visible blockiness; reducing dimensions below 600×600 fails the resolution check.
